Inventory of fish passage barriers in lower Columbia River and estuary. Location of tidegate and culvert features were found through state and local inventories and local expert knowledge, but exact barrier positioning was digitized from LiDAR derived products such as Hillshade and Topographic Position Index Grids.
To support the Lower Columbia River Estuary Partnership in its efforts to identify and prioritize potential habitat restoration projects in the region, as well as to support its efforts in floodplain hydraulic modeling and assessment of hydrologic impairment conditions in comparision to restoration efforts.

Work funded by Bonneville Power Administration and contracted by the Lower Columbia River Estuary Partnership.
The data are all point features.
Only analyzed LiDAR within Reach A of lower Columbia River and estuary floodplain.
Data is based on USACE LiDAR. Processes were designed to achieve a horizontal accuracy for unobscured raw point cloud data of less than 30 cm.
Estimated accuracy: RMSE = 0.049 meters absolute accuracy for ground classified points on hard, flat paved surfaces. Ground model accuracy in other terrain conditions will vary.

Location of fish passage barriers in LCREP Reach boundaries was extracted from the full data set as well as the relevant attrubute information.
Tidegate locations are kept on reccord at the city of Warrenton and were made into a shape file by independent contractor, Mark Scott.

Those barriers that fell within LCREP's Reach boundaries were extracted from the original data source. Their locations were often adjusted for increased accuracy based on the LiDAR. Relevant attributes were also collected from the original data source.

The location of many barriers were determined though participatory mapping activities and conversations with local experts. These locals and landowners were also able to verify the locations of many of the barriers found in the previously existing inventories, as well as provide new information on their attributes. Some tidgates were also found through on-the-ground fieldwork.

After the compellation of points from previsouly existing inventories, it was apparent that these inventories did not include all culverts and tidegates. The LiDAR was thus manually analyzed to find those places where streams or rivers intersected roads or levees. When these spots were found, a point was digitized into the shape file with a note in the comments field that this point had not been verified using previously existing inventories. Many of these points were later verified using expert knowledge or field work. For those that were not, the note explaining how it was found remains in the comments field.
